A light-colored, massive concrete block on four thin metal rods, of which the front left one is somewhat shortened. To compensate, a wooden wedge was pushed under the shortened rod. The top lettering is in Hebrew and means "Do not set barriers," an excerpt from the Torah (Leviticus 19:14).
